This heavily faded blotter indicates that it may have been hanging on a wall or otherwise on display. It supports Height limitations “Height and Bulk zoning- get it passed.”  It also refers to the Jackson Square Historic District [which was designated in 1972] and that “Grace Cathedral is not in a very graceful position.”  Frustration with bureaucracy is often indicated by remarks such as “I briefed Kopp – why.”

In addition to remarking that height and bulk proposals have passed, this blotter includes many versions of the number 8, so it is presumed this is blotter 8.
